Follow below steps to create a list in SharePoint 2013:
Step-1:
Open your SharePoint site, navigate to Settings and click on Add an app as shown in the figure below:
Step-2:
The above step will open the Apps home page. From the Apps home page select Custom List as shown in the figure below:
Step-3:
The above step will open the Create list dialog box. Give the name of the List and click on Create as shown in the figure below:
After that you can navigate to the list settings page and add custom columns if you want.
